Neither the Minutes of the April
14, 1999 Board Meeting, nor the Treasurer's
Report were given.
Committee reports
Lost Souls Café Update
A letter from Dan Inzeo, dated April 7, 1999, stated that Lost
Souls Café was no longer abiding by its agreement with
the city of Des Moines. The City of Des
Moines responded on April 9,1999, stating that it would take
immediate action.
Targeted Neighborhood Revitalization: Drake Park/Carpenter 21st
Street
Project
This project has received approval from the Neighborhood Revitalization
Board and is moving forward.
Polk County Senior Center Update
DNA President, Eldon McAfee, restated the board's position regarding
the
location of the Senior Center: We support location of the Senior
Center on either side of MLK. We wish to state our support for
the area businesses.
A Neighborhood Based Service Delivery Meeting will take place
on Wednesday,
May 19, 1999 at 7 PM, in Fellowship Hall of First Christian Church.
Flyers announcing this meeting will be distributed in the target
area.
Sgt. Rick Gates reported that, due to warmer weather, he has
seen some
evidence of a seasonal drug problem-He has forwarded information
regarding problems and complaints to the narcotics division.
A Farmers Market Meeting will
take place on Wednesday, May 26, 1999 at 6
PM, in Room 401 of First Christian Church. Flyers will go out
with a $2 off
coupon. If anyone is interested in a spot in the Farmers Market,
they should
contact Jinny Gieseke.
New business
Policy for Consideration of Requests for Financial Support Draft
Document
DNA Policy on Funding
A donation can be made to an applicant from the Drake Neighborhood
Association once a calendar year. The request needs to be approved
at a board meeting after being published on the agenda.
Approval for amounts of $100 or less needs to have majority consent.
Approvals for amounts of over $100 need to have majority consent
at two board meetings.
The Board will consider the request, based on these criteria:
1. The applicant should have an ongoing relationship with the
DNA, or be a project affecting the DNA membership
2. The project should have neighborhood/community-wide benefit.
The two meeting requirements can be waived by a majority vote
of the full board.
A MOTION to accept this policy
was made by Nathan Brooks, seconded by
Tony Schmitt, and passed unanimously.
Community Center Request for
Financial Support
A MOTION to give financial support to the Community Center for
computer
expenses in the amount of $500 was made by Mark Bequeaith, seconded
by Catherine Dietz-Kilen, and passed with unanimous approval.
Request for a letter of support
to receive HOME-funded Rental Rehabilitation assistance from
Fred Wutzke and Larry Benson, B & W Investments.
A MOTION to approve a request for Eldon McAfee to write of letter
of support for this project was made by Nathan Brooks, seconded
by Tony Schmitt, and received unanimous approval.
Proposal to share DNA office
space with Neighborhood Housing Services
A MOTION to share DNA office space with NHS was made by Nathan
Brooks,
seconded by Carl McPherson, and passed unanimously.
Community service
The Des Moines Register will feature a photo of the planting
of the Kingman
Island flower beds on May 15, 1999.
The Drake Neighborhood Association House Tour will take place
Saturday and
Sunday, June 5 and 6, 1999.
Special events
Jazz in July
A MOTION to donate an additional $125, for a total of $250, to
meet the
cost of the larger band for Jazz in July, was made by Carl McPherson,
seconded by Mark Bequeaith, and passed.
Our next membership meeting is
set for July 21, 1999. There may b3e a
conflict with our Jazz in July concert. This item will be discussed
at the June 9, 1999 board meeting.
The 1999 Kingman Island Cruise is scheduled for August 28.
Organization reports
Drake University
The proposed location
of a Walgreens store at 31st
Street and University Avenue has fallen through.
Des Moines Neighbors
The annual meeting of Des Moines Neighbors took place on May
6, 1999 at
Hoyt Sherman Place.
Neighborhood Housing Services
Neighborhood Housing Services have announced that they will meet
with the
City regarding a handicapped in-fill house.
Old Business
Use of the DNA COPS list by other organizations
A MOTION to use the DNA COPS calling list for Drake Neighborhood
events and to require Board approval of the use of the calling
list and DNA mailing labels was made by Patty Daniels, seconded
by Carl McPherson, and passed.
President McAfee's call for a
MOTION to adjourn the meeting was answered by
Nathan Brooks, seconded by Tony Schmitt, and passed with unanimous
support.
